Nature of Organization

In 1985, a very few Social Welfare Organization were in existence in the rural areas who could share responsibility to take care & protection of women and children. With the above objective, in mind, an organization was established on 11th May,1985, and got registered as NON-GOVERNMENTAL, NON- POLITICAL AND SOCIAL WELFARE ORGANIZATION under Society’s Registration Act 21 of 1860, with Registrar Societies. Himachal Pradesh, Shimla, vide Registration No. 4411/85 on 1st August 1985 in the name and Style of ‘DEENBANDHU SEVA MANDAL BHARNAL ‘ with its headquarters in village Bharnal PO Dahlwan, Tehsil Sarkaghat, District Mandi, Himachal. and further got registered under HP Societies Registration Act 25 of 2006 on 28.9.2008. Since its inception, the organization set it hands for the needy sections of the society who are victim of various social evils, atrocities and untoward incidents

LEGAL STATUS

Deenbandhu Seva Mandal Bharnal ,registered under Society’s Registration Act 21 of 1860 ( XX1 of 1860) vide Registration No. 4411/85 on 1st August,1985 , and further HP Societies Registration Act 25 of 2006 on 28.5.2009, with Registrar Societies , Himachal Pradesh , Shimla. Similarly, Registered by Income Tax Commissioner, Shimla, under Income Tax Act.1961, under section 80-G( Act 43 of 1961 vide letter No. CIT/SML/TECH/80G/2012-13/3594 dated 29.11.2012, as well as Registered under Section 12-A, with the Income Tax Commissioner, Patiala, vide letter No. CIT/PTA/12A/91-92/48-D/16172 dated 27.11.1991. In addition to above, Ministry of Home Affairs, Govt. of India, New Delhi, registered the Deenbandhu Seva Mandal under FCRA, vide letter No. 11/21022/78(2)90-FCRA-III dated 27.9.1991 and the FCRA License No. 182500005 is further renewed vide letter No. 0300108662016 dated 15th March,2016, for a period of five years. . The NITI AYOG , Govt. of India, also registered Deenbandhu Seva Mandal vide Registration No. HP/2016/0108414 Registered with the department of Women and Child Development Himachal Pradesh Shimla Vide Registration Number is 18/2013 Dated 06 Feb 2014, under Juvenile Justice Act,2006.

Children living in un-conducive environment, leading miserable life, victim of various exploitation , roaming aimless in the street, picking rags , having indifferent indigent circumstances ,unsecure and facing morale danger , deprived of basic needs , tender care and elementary education, as well as fulfil the criteria of Juvenile Justice ( Care & protection of Children) Amendment Act,2006 or Mukhya Mantri Bal Udhar Yojana , are identified with the help of field Agencies, such as, Revenue , Police , Education Panchayati Raj Institutions, Social Welfare( ICDS workers), Social & Religious Sangathans, Public Relation, Elected local Bodies, Child help line, are given admission with the final approval of Child Welfare Committee or Director Women and Child Development, Himachal Pradesh, Shimla .

A few children are having parents but despite of that, it is very unfortunate, they are facing desertion, mental depression, debarred from various opportunities and basic amenities at their teenage. From the perusal of the background of each case and practical field experience, it is gathered that some of the parents are having strained relations, facing married mal adjustment, involved in anti-social activities, addicted of drug abuse, excessive alcoholism, victim of contagious/infectious diseases, absconded from home and left children in lurch. In some cases, it is found that Fathers are of abnormal, vindictive and cruel nature. Mother along with children are deprived of their basic needs and compelled to lead miserable life.

In some cases, mothers absconded from home; either they divorced their husbands, contracted second marriage or having illegal relations. In such situations, father also feels disgruntled and become victim of astray/ absconder. A few parents are facing married mal adjustment proceedings in the Hon’ble Courts. These adverse situations lead to family disorganization/disintegration. Nobody wants to live in unhealthy family atmosphere. In such circumstances, children naturally become victim of exploitation, desertion, ignorance, emotional tension, moral danger, and deprived of basic needs, elementary education as well as physique development. Children are bound to take shelter either with their Grandmother or somewhere else nearest relatives.

More valuable is also, while going through the pitiable history of the family, parents are having permanent disability by birth or due to fatal accident, become handicapped; they are not able to earn their livelihood and facing grave economic compulsions. In such situations, there is every apprehension of exploitation, abduction of children in the hands of unscrupulous persons. Children need suitable conducive peaceful atmosphere for their physical and mental growth. If they are not provided homogeneous environment, protection , refrain them from anti- activities, fulfil their basic demands , they will indulge / adopt unfair means, join hands with unscrupulous persons, face drop out from school , ultimately spoil their career and become persons of abnormal nature in the society. So keeping in view the slogan of social reforms” BACHPAN BACHAO’ , children who are facing un-unwarranted/ un–predicted situations, require homogenous environment, care and protection, are considered eligible inmates for the protective homes, on humanitarian grounds.
